Resilience does not remove authority boundaries. Local workflows may continue only within pre-defined permissions, with logged state, health monitoring and human escalation. No consequential permission is self-granted.
When approved communications or dependencies are unavailable, the public architecture requires a bounded state rather than expanded authority. Exact degraded-mode behaviour must be verified for each configuration before publication.
